Kenneth Carnesi, Sr. has spent close to two decades watching people make decisions about Wi-Fi they were never trained to make. A hotel general manager signs off on a network upgrade. An HOA board votes on a security camera contract. A facility director approves an access-control system without fully understanding what it shares a network with. None of these people are network engineers, and none of them are expected to be. But the decisions keep landing on their desks anyway, and the stakes attached to those decisions have quietly changed.
That gap between who is making connectivity decisions and what those decisions now require is the subject of Carnesi’s book, The Future of Bulk Wi-Fi. His central claim is straightforward enough to state in a sentence: bulk Wi-Fi has stopped being a utility and become something closer to operating infrastructure, and most of the people responsible for it haven’t fully adjusted to what that means.
The distinction matters because a utility and infrastructure carry different obligations. A utility gets installed and largely left alone. Infrastructure gets monitored, secured, and maintained, because too much depends on it staying reliable. When a single network handles a hotel’s guest Wi-Fi, its security cameras, its door locks, and its administrative systems all at once, treating it like a utility is no longer a minor oversight. It’s a liability.
Where the Argument Comes From
Carnesi is not approaching this as an outside observer. He is COO of Anaptyx LLC, a managed Wi-Fi provider that has operated in this space since 2007, and the book reads less like theory and more like a field report from someone who has spent years watching what happens when connectivity is treated as an afterthought.
His background gives the argument a particular shape. He holds a law degree from New York Law School, has completed executive education in entrepreneurship and regulatory compliance at the Wharton School, and holds a certification in operational analysis from Stanford. His biography has been included in Who’s Who in America, and in 2024 he received a Global Recognition Award for his leadership in the IT and bulk Wi-Fi industry. Those credentials show up in the book less as résumé padding than as three distinct lenses on the same problem: the legal training sharpens the sections on liability and compliance, the operational analysis background shows up in how the book breaks down network architecture for non-technical readers, and the entrepreneurship focus keeps the conversation grounded in cost and practicality rather than abstract best practices.
That combination is also why the book avoids technical jargon almost entirely. The book’s stated approach is to explain concepts as they come up, rather than assume readers already speak the language of network engineers. A property manager doesn’t need to understand DNS filtering to know that a phishing attempt reaching a hotel’s back-office systems through the same network as guest Wi-Fi is a problem. The book is written for that reader, not for the person who would already know the answer.
The Platform Behind the Premise

A Public-Sector Version of the Same Problem
The argument doesn’t stay confined to hospitality and residential properties. It shows up, almost exactly, in what is currently happening with the federal Broadband Equity, Access, and Deployment program across the Carolinas and Georgia.
BEAD has spent its first several years funding fiber construction. That work continues, but a meaningful share of remaining funds in these states is now earmarked for something else. South Carolina has roughly $510 million in BEAD funding still unallocated. North Carolina has committed only part of its $1.53 billion allocation to construction, leaving close to $1.21 billion directed toward cybersecurity, resiliency, and other non-deployment categories. Georgia is working through a comparable federal review process.
Much of that remaining funding is tied to non-deployment categories rather than construction — money associated with monitoring a network, securing it, and keeping it operational for the public agencies and communities depending on it, once construction is finished. A municipality overseeing a newly built network faces a scaled-up version of the same question Carnesi poses to a hotel operator or an HOA board — is this being managed as infrastructure someone is accountable for, or as a utility that simply exists once it’s switched on. Anaptyx, which has provided managed network services to municipalities and government facilities since 2007, is one example of the kind of operator built for that second answer. But the broader point Carnesi’s book makes doesn’t depend on any single vendor. It depends on recognizing that the question itself has changed.

The technology changed faster than the expectations attached to managing it, and the people left holding that gap — property managers, facility directors, and increasingly, public officials — are the ones the book was written for.
