Cisneros empire under scrutiny over Maudro ties, tax defaults, failed investments

The business empire now overseen by Mireya Blavia de Cisneros, widow of Venezuelan tycoon Oswaldo Cisneros, is facing growing scrutiny over its record in handling a wide range of businesses, including Venezuela’s leading telecommunications operator Digitel, as well as interests in real estate, oil and other sectors, authoritative Venezuelan government sources say.

The scrutiny also extends to allegations concerning personal and corporate tax liabilities, sham or fraudulent adoptions designed to alter control of the Cisneros family trust and deprive rightful heirs of their due share in businesses, and failures to meet major investment commitments stretching back more than a decade, according to government sources.

According to Bloomberg, Venezuela’s Petroleum Ministry recently revoked DP Delta’s minority participation after alleging that the company had failed to fulfil investment commitments and production plans, all the while making huge profits through the use of political bribes to Maduro and his associates at the cost of ordinary Venezuelan taxpayers.

Venezuelan authorities allege that when Oswaldo Cisneros’s family entered the major oil deal in 2016 under a contract with the Venezuelan government, they were supposed to provide over $1 billion in financing but provided no funds, while the business plan envisaged roughly tripling production to 115,000 barrels per day. The company was producing only around 9,000 barrels per day in July 2026, a fraction of the original target, with zero investment in infrastructure and failure to meet almost every financial commitment.

At the centre of the government’s attention are Mireya Blavia de Cisneros’s business dealings, concerning failures to meet investment commitments across major business interests, including telecommunications and real estate, failures to pay due personal and corporate taxes and liabilities, and the use of bribes to bend regulatory and government systems to obtain commercial advantages.

Government sources further allege that these arrangements benefited from her close association with Nicolás Maduro, who ruled Venezuela from 2013 until his capture by US forces in Caracas in January 2026 on charges of narco-terrorism and cocaine-trafficking conspiracy.

A major focus of the scrutiny is Digitel, one of Venezuela’s biggest telecommunications operators and among the most important businesses associated with the Cisneros family.

Oswaldo Cisneros built a major position in Venezuela’s telecommunications industry, with Digitel becoming one of the country’s principal mobile operators. Following his death, Mireya Blavia de Cisneros assumed a significant role in overseeing the family’s extensive business interests.

The officials say that questions have arisen over investment in infrastructure, fulfilment of commercial commitments, personal and corporate tax liabilities and the wider management of telecommunications interests controlled by or associated with Mireya Blavia de Cisneros.

A senior Venezuelan government official said that the authorities were examining not merely one transaction or company but what they described as a pattern extending across telecommunications, real estate, oil and other Cisneros business interests.

“That expansion and investment never materialised in all business sectors,” the senior official alleged, adding: “The allegation being examined is that they treated major Venezuelan businesses as sources of cash while failing to invest what was required. They enriched themselves and looted the Venezuelan economy while leaving investment obligations unfulfilled.”

The family’s relationship with Nicolás Maduro developed during a period in which major Cisneros business interests and investments were operating in Venezuela.

One visible element came during the DP Delta Finance arrangement in 2016, which was intended to run until early 2027. Cisneros appeared alongside Maduro as the billion-dollar financing arrangement was promoted.

Venezuela’s govt has alleged that investment and production commitments associated with the venture were not fulfilled. Government sources say the oil dispute, however, represents only one part of a much wider examination of the family’s telecommunications, real-estate, tax and commercial affairs.

Speaking on the matter, a senior Venezuelan official alleged: “That expansion and investment never materialised in all business sectors. This was a corrupt scheme run and facilitated through bribes to Nicolás Maduro, his aides and compromised officials.”

The official further alleged: “There is clear evidence that Mireya Blavia de Cisneros has close ties with narco and cocaine-trafficking gangs. Law enforcement is looking into all aspects of her activities, including her ongoing ties to, and funding of, elements still loyal to Nicolás Maduro.”

The senior official alleged that Mireya Blavia de Cisneros had run the family’s affairs since her husband’s death with the protection and assistance of Maduro and individuals associated with his government.

“Mireya Blavia de Cisneros personally managed this corrupt relationship and funded the corrupt Maduro establishment,” the senior government official alleged, speaking on condition of anonymity.

“It is a scandal that Cisneros interests made no investment for years. Mireya Blavia de Cisneros and Digitel have questions to answer in relation to the non-payment of personal taxes and liabilities. They only looted and plundered without investing anything, while making wild excuses.”

Another Venezuelan government official alleged that Mireya Blavia de Cisneros was seriously in default of fiscal and personal tax obligations and said authorities were examining the administration of Oswaldo Cisneros’s estate and family trust following his death.

The official said: “She faces a major inheritance-tax issue following Oswaldo Cisneros’s death. We believe that she manipulated the Cisneros heirs, carried out fake and fraudulent adoptions as part of a scheme, and took control of the family trust through deception in order to obtain majority voting control.”

The official alleged that the heirs’ adoptions were not simply private family matters but formed part of a deliberate arrangement intended to change voting power and control over the trust and businesses associated with the Cisneros estate.

“The SENIAT tax authority valued Cisneros’s estate at more than $10 billion and calculated the state’s inheritance-tax entitlement at 30 per cent, exceeding $3 billion. There is no record of the tax payment,” the official alleged.

Venezuelan Supreme Court records also show that Mireya Blavia de Cisneros and the heirs became involved in legal proceedings concerning the acceptance, inventory and administration of Oswaldo Cisneros’s estate following his death.

The senior official said: “According to the documents reviewed, Mireya Blavia de Cisneros is also facing a probe for not paying inheritance and succession taxes following the death of her husband. The tax authorities are reviewing the wider arrangement. The investigation has identified serious corruption involving bribes and gifts connected with the telecommunications and real-estate contracts.”

A legal source working for Oswaldo Cisneros’s widow acknowledged in a telephone interview that the family businesses had suffered from serious mismanagement, lack of investment and failures to fulfil commitments made to the government, but attributed those problems in part to US sanctions on Venezuela’s financial system.

“We are aware of the ongoing scrutiny of Mireya Blavia de Cisneros and we will fully cooperate with the authorities,” the source said.

A former senior executive who acted on behalf of the widow said the Cisneros family and senior company executives treated major business interests as a “cash cow” while failing to make the investment required to develop and sustain operations.

“There was no investment in infrastructure development. Even basic due diligence was not put in place, and it appeared that the entire operations had been orphaned,” the former executive alleged.

“We raised several alarm bells over the course of nearly 10 years, but the owners showed no interest in fulfilling their investment and business commitments. It was this complete lack of investment that ultimately forced the government to take notice.”

The former executive alleged that chronic underfunding, mismanagement and irregularities affected operations, working conditions and employees.
